The Civilian Board of Contract Appeals (CBCA) started actions in January of 2007. The Civilian Board of Contract Appeals (CBCA) is an independent court of law housed within the General Services Administration (GSA). 

The CBCA’s main responsibility is resolving contract disputes between government contractors and agencies under the Contract Disputes Act (CDA). The CBCA handles disputes involving Federal executive branch agencies. The CBCA encourages the use of alternative dispute resolution (ADR) in all suitable cases.

The CBCA uses techniques intended to simplify and shorten the formal proceedings normally used to resolve contract disputes. When mutually requested by an agency and its contractor, the Board provides other executive agencies with alternative dispute resolution (ADR) services on contract-related matters, whether it arises before or after a contract has been awarded. The Board encourages the expert and inexpensive resolution of contract disputes as supported by the Administrative Dispute Resolution Act (ADRA).
